A group of U.S. House Democrats led by Rep. Kurt Schrader unveiled a multi-part plan to strengthen the Affordable Care Act by focusing on stabilizing the individual marketplace.
Called Solutions over Politics, Schrader's plan calls for further protections for those with pre-existing conditions and tools to promote higher enrollment among those who buy their own plans, who represent about 7 percent of the total marketplace.
